Frank was born in 1899 and was too young to serve in World War One, our assumption is that he is wearing a cadet's uniform. We can't be sure but the photograph was likely taken by his father C. P Sleeman a Mataura coal mine owner and keen amateur photographer. The photograph has been printed as a post card.
